Shah Alam is a "suburb" of Kuala Lumpur, the national capital. It is also the state capital of Selangor, one of 13 states (negeri negeri) in Malaysia. The national capital is a federal territory (wilayah persekutuan), so, like Washington, D.C., it is not part of any state. On a map, Kuala Lumpur is surrounded by Selangor.
